Her Majesty Queen Elizabeth II, World Scout Chief

Your Majesty,

Re. Disclosure of a Scandal Involving Scout Canada

As I write to you, I thank God for sparing your life so that you may be aware of the final development of this charitable project, for the well-being of the young scouts of the world.

Following the World Scout Centennial 1907-2007, here is the fifth letter of information that you have received since 2009 regarding an intellectual work that started in 2005, to plan and create the famous Baden-Powell Virtual Scout Palace, against all odds, with the help of my wife Yvette. The first certificate is that of the induction to the palace for the millions of former scouts and last but not least, the fifth certificate is that of the Lotto 50/50 of the Scout Palace. This certificate alone will bring in millions of dollars annually to help the young scouts of the world to come for personal growth during their outdoor recreational excursions with the famous game of Kim to the Sports Oasis BP region of Lake Temis, that goes from Riviere-du-Loup, QC, to Grand Sault, NB, Canada, while boosting the economy of that region. Please go to bp-sportsoasis.com for more information.

At that time, Your Majesty, as Chief Scout of the world, you supported this project in your letter of July 21, 2009, in response to my first letter that I dated July 29, 2009 because it was the anniversary of the day when, at the age of fifteen, I personally received from you my "Queen’s Scout" certificate on July 28, 1959, in Fredericton, NB, Canada.

Here is how you ended the letter that you dictated to your main correspondent, Mrs. Sonia Bonici : "In the meantime, I wish you all the best for the continuous success of your project". We have now reached the end of the interim; the time awaited for has come.

Your Majesty, given the circumstances, I am sorry to disappoint you by informing you that, unfortunately, since the beginning of this project, I had to face the opposition of Scout Canada’s administration.

As a result, I can say that I had to deal with people who had no respect for the moral law and acted as fools. They dealt with me with malice from the beginning. In addition, I suspect that they had conspired to hijack my website scoutpalace-bp-org on two occasions over the years through the fellowship network of scouts outside of Canada. The last time was in June 2015. They have also started to plagiarize the first of five certificates, namely the one about the induction to the palace in the fondationscoute.ca/ancient scout website that they have discontinued for now, following the letter of April 8, 2015 addressed to the Executive Director of Scout Canada. It is terrible to treat a former Queen’s scout like that.

Therefore, Your Majesty, since Scout Canada has refused to accept the proposed alliance, as well as the business proposal that was attached to the letter of August 20, 2014, sent to the Manager of Scout Canada, I have come to the conclusion that I must stop talking to unkind and unscrupulous people. According to the Webster’s Ninth Collegiate New Dictionary, malicious means given to, marked by, or arising from malice. Honestly, I explain below how this project could be realized as soon as possible for the well-being of the young scouts of the world.

Therefore, as Chief Scout of the world, it is up to you to decide on the success of this wonderful project that would no doubt be a good deed (GD) to the memory of the famous founder of World Scouting, Lord Robert Stephenson Smyth Baden-Powell, whom you had the privilege to meet years ago.

However, since this project is able to fund itself from Alpha to Omega, solely by the certificate of the Lotto 50/50 of the Palace, payable by the consumer/payer, it would be fitting for the World Scouting movement, that the Scout Canada Association or another one become the legal owner of the scoutpalace-bp.org website. Logically, this way no one will be accused of stealing someone else’s idea at the time of the Last Judgment, before God’s tribunal at the time of the Parousia.

Please take into account my seventy-two years of age, a primary school diploma, a certificate from the school of life, the courage, patience and perseverance (CPP) needed to produce tenacity, seasoned with talent to ensure the success of this project despite Scout Canada’s opposition. Therefore, for the benefit of all, the time has come to pass the torch to the opposing camp, hoping that they will do better whatever is necessary, while continuing with the total transparency of this project so that we may succeed together, Your Majesty, in this project that you have helped and encouraged me to develop.

God says that each worker deserves his salary. I have spent ten years using creativity and updating this project as engineering designer, creator, composer, builder, organizer, boxer, warrior, etc., without omitting my wife’s precious help.

Therefore, I sincerely and honestly believe that it would be reasonable to assess the work that has been done in this wonderful economic, tourism and humanitarian project at three hundred thousand dollars per year, i.e. the salary of a low-paid engineer. This concept is valued at five hundred thousand dollars cash at the time the legal contract is signed between Scout Canada or the World Organization of the Scout Movement and Scout Palace Inc., a non-profit society, of which I am the president. Therefore, it would be appropriate and logical that a bank deposit, coming from you, Your Majesty, as Chief Scout of the world, be sent to me, thereby giving you the honor of showing your endorsement of this great project. This amount will be refundable to you by Scout Canada or the World Organization of the Scout Movement through the sale of the Lotto 50/50 certificate of the Palace. In addition, a refund will be sent to Scout Palace Inc., a non-profit society with a royalty of one dollar from the sale of each certificate of the Lotto 50/50 of the Palace, in the amount of two million five hundred thousand dollars. The grand total will be a well-deserved three million for this laborious work.

Thanks for taking the time to read my letter. I hope you understand the positive aspect of this charitable project. If you require any additional information, please read the letter of August 20, 2014, under the heading of Scout Canada, followed by the letter of April 8, 2015. As you may know, the main motto of Baden-Powell is: Once a Scout, always a Scout. However, the desire of a true scout is to leave this world a better place than he found it. Such was the wish of Baden-Powell.

May God bless you. Glory to the Lord!

Sincerely yours,

Donald G. Plourde

Engineering Designer of the virtual Baden-Powell Scout Palace
